Image to PDF Converter
Combine photos and scans into a single PDF, in the order you choose, on US Letter or A4 pages. Your images are never sent to a server – they are processed right in your browser – so photos of your driver's license or passport stay on your device.
Choose your images, then tap Create PDF.
How to convert images to PDF
- Tap Choose images and select the pictures for your PDF. Choosing again adds more to the end of the list.
- Set the page order with the ↑ and ↓ buttons and remove any image you don't need with ✕. Each image becomes one page.
- Pick a page size and margins, tap Create PDF, then download images.pdf.
Letter or A4?
Use US Letter (8.5×11 inches) if you or the recipient are in the United States, Canada, Mexico or the Philippines – it's what US government agencies, schools and employers print on. Most other countries, including the UK, Ireland, Australia, New Zealand, India and the EU, use A4 (210×297 mm), which is slightly narrower and taller. When you are applying abroad, match the destination country. Either size prints fine on the other with "fit to page", and images are never cropped.
Page size and margin options
- Auto (automatic orientation): portrait photos go on portrait pages and landscape photos on landscape pages. The safest choice for printing and submitting.
- Portrait or landscape: every page gets the same orientation. Each image is scaled up or down to fill the page while keeping its proportions, and centered – nothing is cut off.
- Original image size: each page is the size of the image itself (at 96 DPI, 1 pixel = 0.75 pt). Handy for documents read on screen; pages may differ in size.
- Margins: none, narrow (0.5 in / 12.7 mm) or normal (1 in / 25.4 mm). Most printers can't print to the very edge, so choose narrow or normal for anything you'll print.
Common uses
- ID and proof-of-address documents: when a bank, landlord or government office asks for "a PDF" of your driver's license, passport page or utility bill, turn the photos from your phone into one file – front and back of a card as pages 1 and 2.
- Visa and immigration evidence: photograph pay stubs, letters or certificates and combine them into one PDF per evidence category before uploading to the portal.
- Job applications: bundle photos of licenses or certificates into one PDF, then add it to your résumé with Merge PDF.
- Receipts and homework: turn a stack of receipt photos into one file for an expense report, or submit handwritten assignments as a single PDF.
To turn a PDF back into pictures, use PDF to JPG.
Good to know
- Image quality: JPG and PNG files are placed into the PDF as they are, without re-compression, so quality is unchanged. The flip side is that the PDF is roughly as large as the images combined.
- Rotated photos: the rotation stored by your phone (EXIF) is applied so pages appear the way you see the photo. Those photos, and other formats such as WebP or GIF, are converted to high-quality JPG first.
- File size: on a phone, keep the total under about 100 MB. iPhone HEIC photos are usually converted to JPG automatically when you pick them; if one won't open, set Settings → Camera → Formats to "Most Compatible".
- Text in a photo is part of the picture, so it can't be searched or copied in the PDF (no OCR is performed).
Frequently asked questions
Are my files uploaded?
No. Your images are never sent to a server; they are processed only inside your browser. Even sensitive photos such as ID documents never leave your device.
How can I make the PDF smaller?
This tool doesn't re-compress images, to protect their quality, and the site doesn't offer PDF compression because the results are hard to predict. If a portal has a size limit, shrink the photos first with Resize Image or Compress Image, then create the PDF – that's the most reliable way.
